Common Master Plan Elements
- Community Description describes current conditions and recent development trends, benchmarking where your community lies.
- Community Assets & Problems Statement lists assets and liabilities. Goal statements mitigate problems and accentuate assets.
- Plan Alternatives identify alternative strategies for reaching adopted goals, and analyze them to determine benefits and liabilities.
- Plan Policies establish policies based on the adopted alternative. Policies relate to location of various land uses and the establishment or extension of capital facilities.
- Plan Update establishes procedures to periodically review the plan to determine if it continues to meet the community’s needs.

Public participation is an important part of the planning process. ROWE has experience in many techniques, including attitude surveys, community leader interviews, planning charettes, town meetings and community open houses.
