ROWE staff will meet with the planning commission to establish a schedule of meetings to complete the plan, review the plan format, discuss public information opportunities, review initial notice requirements and the method to make draft information available to the public on ROWE’s website.
ROWE staff will collect data for the Master Plan, including census data on population, housing and employment, existing land use, infrastructure and natural features. They will also review the existing master plan and zoning ordinance, the recently adopted DDA Development Plan, draft Parks and Recreation Plan, existing Township Master Plan and Zoning Ordinance, recently adopted County Master Plan and any current utility plans and summarize relevant information for the planning commission. ROWE staff will also consult with village staff, village council members, school officials and the village DDA.
Based on input from the public through past community attitude surveys and discussion by the Planning Commission. Alternative concepts dealing with future land use will be reviewed, including concepts focusing on entrances to the village, commercial areas and industrial development with the planning commission along with preliminary goals and policies associated with these concepts.
An open house will be conducted where various “stations” will be set up displaying the alternative development concepts reviewed by the planning commission. A survey form will be provided to allow residents to submit their comments about the various concepts. The public will be able to drop in and spend as little or as much time reviewing those areas they are concerned with as they like.
The planning commission will make a decision regarding selected alternative concepts, related goals and policies, a “zoning plan” (not zoning ordinance) reflecting those concepts and an implementation plan.
A complete draft Master Plan will be presented to the planning commission for their approval to submit to the village council.
The draft Master Plan will be submitted to the village council for their authorization of the public hearing.
Following approval of the draft by the village council, notices of the public hearing will be published and copies of the draft plan will be distributed to the township and county planning commissions and to any other organizations that have requested notice.
A minimum of 63 days after copies of the plans have been submitted to the township and county planning commissions, the village planning commission shall hold a public hearing on the draft plan. Following the public hearing, the planning commission shall vote to approve the plan, approve the plan with changes or postpone approval subject to additional revisions.
